Summary
The latest Deployment pipeline is failing due to python3.10-3.10.14-1.fc38 being released (bumped from python3.10-3.10.13-3.fc38.x86_64).

This change fixes the failure by making sure that the latest version of libexpat is installed for that wheel test. This is not a change to our release Docker images or our regular development Docker images.

by default, so remedy that here.
