Summary
The latest Deployment pipeline is failing due to python3.10-3.10.14-1.fc38 being released (bumped from python3.10-3.10.13-3.fc38.x86_64).

This change fixes the failure by making sure that the latest version of libexpat is installed for that wheel test. This is not a change to our release Docker images or our regular development Docker images.

The 3.10.14 release notes (https://www.python.org/downloads/release/python-31014/) say:
However, the
fedora:38image only includes2.5.0-2.fc38by default, so remedy that here.
