Initial data results and the more recent addition of the PFP result have motivated removal of the quantile filtering step from the edge compute algorithm for NASCTN SEA.
This update removes quantile filtering from the time domain power statistic processing component of the algorithm.
Merging this closes #56 (collecting changes in nasctn-sea branch before issuing a sea-prototype-v0.2 tag)
Tested on seadog01 (with scos-tekrsa branch "add-attenuation-options")
