This will not be exhaustively relevant to every PR.

• If branch is behind develop, merge develop and build locally to check for side effects of the merge
• If defect, verify by running develop branch and reproducing defect, then running PR and reproducing fix

Changes look good, CI is happy, built locally and serial unit tests are happy, and I spot checked some regressions locally even though CI also ran them, and they were fine here. This is going in. Thanks @dareumnam !
