Use folder .github/next_steps/number_template_name.md to save the issue templates where template name is describing the step.
example: .github/next_steps/1_sonarcloud_integration.md

  1. how to add sonarcloud integration
  2. how to add zenodo integration
  3. Setup readthedocs
  4. Setup citation data (CITATION.cff and .zenodo.json)
  5. Run prospector and fix errors like missing keywords in setup.cfg
  6. Remove the github action that generated the other issues and the next steps issue templates

I like it, for #171 I wanted those steps clearly visible. Having issues is even more visible than some chapter in a Markdown file.
