Resize navbar on window focus change. Fix resizing glitches.

Fixes #1640

Notes:

• The PR is build on top of Correctly handle surface resize after the surface is taken by another layer. #1639 to ease the testing and prevent the conflicts
• I enabled TW layer clipping during layer resize to prevent some visual resize glitches.

I still see the nav bar glitch when changing window focus. It seems to stretch for a single frame.

To be clear it seems to stretch vertically and not horizontally. it looks like a smear on first render after resize.
