CompatHelper: bump compat for QuantumESPRESSOBase to 0.9, (keep existing compat)

This pull request changes the compat entry for the QuantumESPRESSOBase package from 0.7, 0.8 to 0.7, 0.8, 0.9.
This keeps the compat entries for earlier versions.
