fix: yarn cache problem introduced in #21046

Description

#21046 introduced a problem because we were restoring cache from
dependency-cache-{{ checksum "/tmp/YARN_VERSION" }}-{{ checksum "yarn.lock" }}
but saving cache to
dependency-cache-v1-{{ checksum "yarn.lock" }}
Thus, nothing ever came back from the cache

The result of this was in no way critical, just inefficient.

Manual testing steps

See that the CI step prep-deps completes successfully and restores from cache
