Turn the add popular network feature on by default to users 🎉

Background

In v.10.19 we shipped the new add popular networks feature behind a toggle in Settings > Experimental. If all goes well with the roll out, we should turn this feature on by default to users and remove the toggle from settings.

Requirement

• No major bugs found in this feature during v10.19 roll out.

Acceptance Criterias

1. Feature is available by default to all users;
2. Toggle is removed from Settings > Experimental.
