This updates all GitHub workflows and some configs, scripts, etc. The main changes are:

  • All workflows are now called from the main workflow.
  • All actions are updated to the latest version.
  • The create-release-pr action is replaced with the create-release-branch tool.

These changes are largely based on the core repository workflows.
