chore: apply QMK PR guidelines

These are changes the QMK collaborators will ask you to make when PRing BB65.

• By the time this PR is accepted (i.e. after the May breaking changes merge) volume up/down plus some additional fallbacks will be the default behavior for encoders, so no need to specify a fallback unless you want it to do something different.
  • ...Truthfully, by the time this PR is accepted you'll be asked to replace the number of encoder directions with NUM_DIRECTIONS and swap out rgblight.pin for ws2812.pin—but that currently causes things to not work in master, so I'll leave that to you.
• encoder.rotary.resolution: 4 is default, so no need to specify it.
• Implements one additional layout that makes sense. Please verify it's atually correct as I can't test this.
• No need to tack on empty layers for VIA anymore; they'll automatically be filled with KC_TRNS.
