- Renamed pangeo top level image folder to "jupyterlab3-build" to set the stage for a future, refactored way of building our images.
- Also added a new CI injected variable, "BIULD_CUSTOM_IMAGE" that can be used to inform the image build pipeline of which image you wish to rebuild on demand.
