Expected behavior

Multisignature registration tx (type 4) with missing signatures should be set to pending.

Actual behavior

Not correctly setting status to pending.

Steps to reproduce

  • Create type 4 transaction with empty signatures

  • Check status

Which version(s) does this affect? (Environment, OS, etc...)
