Some of the hard-coded values used by FKEM lead to unstable power spectra in specific situations. This is documented in #1151 . This PR makes these parameters visible to users, so they can be tuned to the specific radial kernels being integrated.

To test that this solves the issue, I have added a unit test based on the example in #1151 that failed with the default FKEM params.
