look into implementing this for scatters to see if it helps alleviate the burden on qmaster when there are a lot of samples...the relatively high failure rate on the c6100s gives me some pause in doing this, but I have to consider it.

i think i have a reasonable implemenation in place at the moment unless we start doing joint calling on several tens of thousands of samples.
