Description

Updates .swift-version to 4.2.1, and adds support for Swift 5 (dropping Swift 3 support).

Also adds testing with Swift 5, Ubuntu 16.04 and 18.04 to the Travis build matrix, bringing the .travis.yml in line with other IBM-Swift repos.
