Upstreaming @troykessler's internal changes around co-minting.
This PR also includes minor dependency bumps for both the Cosmos SDK (v0.46.10,
v0.46.10-kyve-rc0) and Tendermint (v0.34.26). Additionally, the linter has now been fixed when running Go v1.20.x.
