Please feel free to modify. The main thing I care about here is the additional content and generally open to where it goes, except that the major sections seemed to be very effective for focusing discussion and reviewers understanding the software.
I put some notes on why the sections are sequenced and grouped the way they are, which would be great in a reviewer's guide or to intersperse so that projects know what we're aiming for: cncf#143 -- would need a bit more time/attention/discussion and might be good to do with a small group of folks who plan to do a few reviews together
