Update to 7.2

Hey @DanielRivers – I appreciate this was a couple of years ago. I just thought I'd flag in case still relevant, and for future searchers, that there was some discussion on the upstream library JustinBusschau/php-govtalk#3 (comment) and I don't think either will be maintained here.

I've therefore started work on beta v1.0.0-* tags of both libraries in thebiggive's namespace, building on these codebases but swapping in modern supporting libraries and switching PHP support to 7.4+ only. I'm hoping we'll get these stable this year. Any help testing or improving the code in the meantime would be much appreciated.
