Steam Blocking IP access to Inventory after launching ASF

when trying to access accounts inventory or anyones inventory this error.

all accounts are blocked.

waited several hours and inventory still blocked.
any ideas why ASF might be causing this?

If you're using MatchActively and you're on stable release, then that's the reason, Valve permanently put rate-limits and broke it, it was resurrected with completely different approach in upcoming release.

Otherwise, ASF bots normally fetch only their own inventory, which is not rate-limited. If you're using any third-party plugins, that might be the reason, since they perhaps fetch other inventories than your own.

If neither of that is true, that is, you're not using MatchActively and neither custom plugins, then ASF is likely not the cause, take a look into other tools and your own actions that interact with Steam inventories, it's very easy to get rate-limited just casually browsing inventories of other people, Valve made it completely unusable, not just for ASF but even for normal trading.

where is MatchActively set? in the account config? I don't see it in the ASF config file or the acct config files.
I don't see it on web interface under asf config or mass editor for bot accts.

I have no plugins.

no cards are idling. trades, que in ASF seems to work. but steam has decided no one from my IP can access inventory. very strange.
second time. I reset the IP and got it working. worked fine until opening ASF, then blocked again.

I'm pretty sure you can find on your own on configuration page.

I do not have TradingPreferences defined in configs. so it should be default 0: none
