You can add games either with the addlicense command (if a game is free on Steam) [there won't be any card drops in this case] or via the redeem command (in case you bought a game key somewhere) [there MIGHT be card drops in this case]. For more details, please refer to our wiki.

If you use the addlicense command, the answer is "yes". If you use a product key, it is "no".
