This adds a pull request labeler using [Github Actions](https://github.com/actions/labeler).

The Label.yml file is fine. However, the labeler.yml file relies on the existing labels in the repo. So for example, "CI" does not exist currently as a label for the repo. It either needs to be added as one (open an issue requesting this), or it should be removed from labeler.yml. @abhishalya
