Move plot creation functions to PlotlyBase.
The motivation for this is that a common workflow (for me) is to generate figures on a remote machine, save as json, then move to my local machine/open/save/tweak/etc. For that I only need plot creation routines on the remote machine (which is now PlotlyBase) and don't need to worry about other PlotlyJS.jl dependencies installing correctly on server
