CompatHelper: bump compat for Meshes in [weakdeps] to 0.48, (keep existing compat)

This pull request changes the compat entry for the Meshes package from 0.46, 0.47 to 0.46, 0.47, 0.48.
This keeps the compat entries for earlier versions.
