Hi,

This PR adds support for armhf (RPi 2+) and arm64 (RPi 3+ with 64-bit OS) architectures. The ARM port of Tor is still an ongoing effort, thus I had to use unofficial binaries. I also had to downgrade to 8.5.3 version as this port is lagging behind a bit (though its author makes his best to catch up with official releases). Probably we'll see 8.5.4 in the near future.

8.5.4 binaries were uploaded to sourceforge. I updated this PR.

I'm struggling to build it at jitpack.io, it times out after 20 minutes because of GPG. I think this might be related to recent DDoS on the keyserver network. Probably they didn't upgrade it to 2.2.17 yet at jitpack.io. I tried to pre-import GPG key (second commit) but it didn't help much.
