At the moment, the CI workflow is only testing the code on Mac and Ubuntu under Python 3.9. We definitely want this to cover Windows and more recent versions of Python.

This can't be fixed until after #69 is approved and merged - removing fiona from the requirements and replacing it with the more Windows friendly shapely.

Also - trying 3.11-dev may be a step too far.
