👷 fixes makefile recipe for hotfix-releases

What do these changes do?

• fixes makefile recipe to create hotfixes in staging (added in PR ✨ Handling of staging hotfixes #2649)
• fixes ci-staging.yml that would retag the hot-fixed images

Both these changes are already included in 🚑️ staging_Meerkat1 and 2 hotfixes
