Create use case for comparing Dataset versions

Overview of the Feature Request

Create a use case that will compare two dataset versions and return a list of differences between the two versions

These use cases will be consumed by the SPA.

Depends on new Dataverse API: IQSS/dataverse#10888

The versions tab of the Dataset Page, and the Publish Dataset Action:
