IBM's UI writing guide recommends the US government's plain language guide. This is just a set of substitutions which are easy to match, so I've added them as a rule.
We should go through an remove any that don't apply, or that are likely to cause lots of false positives. There's also some overlap with the existing
IBMQuantum.Termsrule; I've removed the overlapping words from that rule.
