FYI the CSS is in a super sloppy state right now, so give me a couple days to check this out and see how much cleanup is needed before it even passes. |

This adds a basic scss-linter ember plugin as well as the default
.scss-lint.ymlfile for lint preferences. All the options are warnings right now, you should configure to your liking. 👍@jglovier
