Fix SFTP Timeout Issue

Fix issue with SFTP timeout not being respected.
DLS has issue post-upgrade with SFTP timing out.
Fix adds SFTP specific checks, rather than using FTP checks and uses the overrides for connection timeouts as defined by the user
