Acceptance Criteria

• Dependabot analysis should be run against the dev branch

Notes

Besides the base branch definition, the Dependabot configuration docs also mentions other properties that could be useful to us, such as personalized labels. So, this PR also adds these other properties.

Security Checklist

• Make sure you do not include new dependencies in the project unless strictly necessary and do not include dev-dependencies as production ones. More dependencies increase the possibility of one of them being hijacked and affecting us.
