At the time of writing, this PR only contains "Part 1" (HTTP version adoption analysis) with "Part 2" (resource hints and Fetchpriority) as a TODO.

• Update chapter metadata
• Fill out descriptions to most images/figures
• Review Part 1
• Part 2: write section on Resource Hints
• Part 2: write section on Fetchpriority
• Part 2: write section on 103 Early Hints
• Review part 2
• Resolve 1 TODO on a potential missing datapoint
