Add @margaretspring to https://github.com/HHS/simpler-grants-gov/blob/main/MAINTAINERS.md and remove Esther Oke.

This is an oppportunity reinstitute alpha order by last name.

We can also perhaps clean up the "Product and Project Management" and "Product and Delivery"
