Description of change

• Add a "monitoring_integration" feature flag for us to wrap upcoming monitoring UI/UX work in
• Exclude courses that have been replaced from display so that duplicated results do not appear
• Fix start date filter bug

How to test

• Confirm that the monitoring_integration feature flag appears in the user admin screen
• Confirm that the courses display correctly
• Confirm that the start date before filter works on the regional dashboard
