fix colored steel recipes

What

Fixes Blue and Red Steel having their recipes reversed. This is a very old bug dating back to regular GT5.

Implementation Details

1. Red and Blue Steel's recipes have swapped.
2. Black, Red, and Blue Steel have new EBF temperatures to match what TFC uses. This puts them in the Vacuum Freezer range, so they also have been given Chemical Bath cooling recipes. This does not impact EBF coil overclocks.
3. The EV and LuV Vanadium batteries have their textures updated and recipes swapped for Blue and Red Steel.
4. Turbine Casings will continue to use Blue Steel.
5. The HV Cutting Machine will now use Red Steel instead of Blue.

Outcome

Fixes and re-balances TFC colored steel recipes and usages.

Potential Compatibility Issues

Some recipes patterned with AE2 may have incorrect quantities. No items, fluids, or tools will be affected.
