Sub of #659

User story

As a core developer I ant to know when we are meeting our KPIs and when we need to intervene and course correct.

Rationale

Some metrics will be identified as part of issue #594 . These should be tracked and reported with a monthly cadence. For this, we need a tracking tool, probably just a google sheet, that we can use to track progress.

Implementation details

  • create a google sheet in the GSF workspace to track QA KPIs
  • invite core team as editors
