Add vote grades to proposals exports. Add grade votes summary on the list. Add general summary (see #116)

The exported excel must have a column for each weight and the total (using the data stored in votes_caches.totals

How it should look on the excel:

  • Export all different weights as columns, values are the number of votes for that weight
  • Use I18n to store different labels (or add some parameter in the VotingManifest to translate weights to labels)
