[Testing] Add MSSQL 2022 image to presubmit tests and update doc #1804

Description

Adding windows-sql-cloud:sql-std-2022-win-2022 to the presubmit to cover MSSQL 2022 (v16). Also updating the metadata files to add v16 as supported.
