make max_age.0.days and max_age.0.duration ForceNew for bigtable_gc_policy

There is no update function for bigtable_gc_policy making this fields ForceNew as should be the sdk requirement.

I worry that this removes the ability to update these fields in-place. Is it currently possible to update from one duration to another?

My understanding is that updating from specifying days -> duration throws the error, but updating days to different days should work.

If this is the case we probably want a CustomizeDiff to force recreation only on the type of update that would fail
