remove exactly one policy from organization policies #2694

Saw the note about hashicorp/terraform-provider-google#3607 and some corresponding code.

The API makes it sound that one policy type should always be defined. https://cloud.google.com/resource-manager/reference/rest/v1/Policy

I see that in ListPolicy there is an inheritFromParent option. I don't see it on the other policy types though, so not sure it's the same.

I'm fine taking this out though, until we know for sure.
