Ansible KMS Modules

This builds two new modules for Ansible

• KMS KeyRings
• KMS CryptoKeys

These two modules have "custom" tests that are really just the normal autogenerated tests without the deletes include. There's also some custom code to translate names from long -> short and remove the delete functionality.

(There's also a bug fix to the autogenerated tests. While the tests aren't technically being constantly generated, I'm keeping the bug fix because we're bound to run into on an autogenerated test eventually)

This leads to unintuitive text in the Terraform description, calling the field Name when it's called key_ring. What about this weaker language for the reference, so it's more portable across tools?
