Fix for SQL database import formats

Add back an import format inadvertently removed in #2058.

The second term for sorting doesn't guarantee that {{name}} won't take priority over another term, but should do a good enough job for the few formats that require it (and those that do should be removed in 3.0.0 hashicorp/terraform-provider-google#4277). For example, instances:{{name}} could fall below {{name}}.
