Introduce mandatory OWNERS file for blueprint maintainership #2131

This pull request introduces a mandatory OWNERS file to streamline blueprint maintainership within the repository. OWNERS files were generated based on historical Git data.

If you're a tagged in this PR, you likely have at least one blueprint in this repository.

Instructions:

  • Please leave a comment if you agree to maintain your assigned blueprints.
  • If you cannot commit to maintaining your assigned blueprints:
    • Identify a new maintainer and update the blueprint's OWNERS file accordingly.
    • Or, delete the relevant blueprint entry from this PR.
