Remove email gradient and resize middle footer column

• Removes the gradient in the email banner, the sites using it still only have a flat color, which is in the Drupal theme.
• The middle column of links look bunched up on the desktop size, so this just makes the whole section 11 columns at all sizes instead of 9 at the large screen size reducing some of the wrapping.
