This PR adds a shapefile to the GMT cache, so that it can be used in PyGMT tests (GenericMappingTools/pygmt#1695) and can also be used to speed up GMT's test (https://github.com/GenericMappingTools/gmt/blob/master/test/psxy/categorical.sh).
The shapefile is generated by the following command:
