System initialisation for GNU/PONY

This is a fork of initscripts-fork which is a fork of Arch Linux's initscripts.

Improvement over initscripts-fork:

•  Nicer default configurations
•  Better in-file documentation
•  Texinfo (info) manuals
•  Easier multihoming from /etc/rc.conf
•  Easier runlevel dependency for daemons in rc.conf
•  You can silence problematic daemons
