Allow config to be passed via env for testing #88

Description

The tests in nr-persistent-context run a local instance of the file-server to test against. They expect to be able to pass in the test configuration via an env var. There's no sign of the file-server doing anything with that env var so the tests don't run.

Not sure how long it has been like this as it appears the tests were disabled in the nr-persistent-context repo.

This PR restores the ability to pass in config via env var so we can get the tests running again.
