[No QA] Fix deploy comments to correctly identify CPs and non-CPs

Details

1. Automatically adds the CP Staging label to all PRs that are CP'd to staging.
2. Adds (CP triggered by $person) to the end of each CP commit message.
3. If a PR has the CP Staging label, searches recent tags for CP commits. Parses the PR number from CP'd merge commits to determine in what version the PR was CP'd.
4. Then looks at the CP commit message to determine the actor.
