We want to disable navigating to the profile page for optimistic users. We already did that before, but the condition is broken, so this PR fix it

Keen to get @shawnborton's thoughts here since he weighed in on the linked issue.

Overall this looks pretty good to me, but I don't think we need the not-allowed cursor when you hover over the placeholder avatar. I think that can just be a regular cursor.
