This fixes the issue when user scrolls on the same item slightly.

Tests
Manual Test
Go to any Report and start scrolling.
Once the scroll stops on an item, the hover effect should be visible.
Now, scroll slightly to remain in that item. The hover effect should disappear when you scroll and should comeback when you stop.
Follow the attached video.
Verify that no errors appear in the JS console
Offline tests
Same as tests
